Master rights vs. publishing rights
A sync licence usually needs both sides cleared.
The master right covers the recording itself; the publishing right covers the composition and lyrics. Using a song with picture usually requires clearing both.
In library music (e.g. ASPM Works) both rights are controlled by one party, so licensing can be completed within minutes.
